Hanban,or China's Confucious Institute Headquarters, as a public institution affiliated with the Chinese Ministery of Education, is responsible for the making of guidelines and developmental plans for the promotion of Chinese language programmes worldwide. Its main functions include: providing support to various types and levels of education institutes to carry out Chinese teaching; cooperating with universities or middle schools in Chinese language programmes; creating standards for teaching Chinese to foreigners and organizing teaching evaluation. It is also responsible for compiling and promoting Chinese teaching materials; drafting standards for teaching Chinese language as well as conducting relevant trainings; selecting and dispatching teachers and volunteers to teach Chinese overseas; administering the aptitude tests; drafting the construction criteria for the instruction network in teaching Chinese to foreigners; constructing related internet platforms and resources; developing and promoting various Chinese proficiency tests to foreigners; and providing guidance to the Confucious Institute Headquarters in the establishment of Confucious Institutes.

Functions of Hanban:
1. To make policies and developmental plans for promoting Chinese language internationally;
2. To support Chinese language programmes at educational institutions of various types and levels in other countries;
3. To instruct Confucious Institute Headquarters for the construction of the Confucious Institutes;
4. To draft international Chinese teaching standards, and assess, develop as well as promote Chinese language teaching materials;
5. To draft standards for certification of teaching of international Chinese teaching, to select and dispatch Chinese directors and teaching staff to Confucious Institutes, and to evaluate the international Chnese teaching ability;
6. To draft standards for international Chinese teaching network, construct platforms and provide teaching resources;
7. To promote various types and levels of examinations of Chinese as a foreign language.
